Health Department P2 Program Staff have developed a list of specific industry types with historical or potential waste management problems. Educational materials will be developed for each industry and presented as either a workshop or a mass mailing. The individual businesses within these industry types will then be audited by the Department's P2 staff. These audits will focus on pollution prevention opportunities but will also include evaluations of solid/hazardous waste, storm water, and used oil management.
 
The results of the initial inspections will be evaluated by the pollution prevention staff. Recommendations resulting from the evaluation process will then be given to the audited facility.
 
A follow-up inspection will be performed to confirm the correction of waste management concerns addressed during the initial audit. The follow-up inspection will also confirm the implementation of pollution prevention measures.

As the P2 Program Staff respond to complaints, additional industry types with waste management problems will be identified. These industries will also be included on the P2 audit list.
 
 
Voluntary Facility Pollution Prevention/Compliance Audits

In addition to industry specific audits, the Health Department is offering P2 auditing services to individual facilities upon request. These audits will focus on pollution prevention but also provide assistance to the facility in achieving regulatory compliance.

The P2 personnel will inspect the facility and present recommendations. Correspondence addressing areas of concern and recommendations will then be sent to the facility.

The voluntary auditing program will be separate from the enforcement program at the Health Department. However, major violations and/or violations resulting in significant harm to either human health or the environment will be considered for enforcement action.
 
 
Settlement Conferences
 
Periodically the Division of Environmental Health initiates settlement conferences to negotiate sanctions against businesses violating State and/or local rules and regulations. In cases involving poor solid/hazardous waste or waste water management practices, the settlements will include pollution prevention. The terms of most of these settlements will require the facility to consent to an inspection by the pollution prevention auditing personnel. These audits will not only focus on possible pollution prevention measures but will address any additional improper waste management practices.
 
 
Technical Assistance
 
The Health Department is offering technical assistance regarding waste minimization and toxicity reduction to small businesses. These businesses can contact the pollution prevention staff and obtain technical information concerning possible operational or production changes designed to promote pollution prevention within their specific industry type.
